Not sure what size that is, but you might try Googling "shock boot" to see some options....

What's inside the boot and what is it attached to on the ends.

There is a line from the cockpit that runs through it. Not sure what it is, maybe steering line?

Have you determined how much work you'll need to do to slide the new boot into place? Do you think the boot is there to protect whatever is inside it, or is it intended to keep water out of the holes on either side of the boat? I ask because the answer may give you other options to solve the problem. ... As was implied earlier, it looks like a type of shock absorber boot. But if it has to stand up to pounding from rushing water, it may be heavier than some.

In the picture it doesn't look as though the right side mounts to anything. The hose clamp doesn't seem to have anything to attach to on that end. It might have been placed there just to protect whatever cable is running through it from debris splashing on it. It would help to know what is running through it. Follow it where is comes from and goes to.
