.... I was considering installing a TBI system from a donor Chevy engine. What do I need to do to do this? I found a great article where someone did this to a 4.3 powered boat and now I plan on doing this to my 305.

One big obstacle that I could forsee is the computer control. One for a car will not work due to the lack of an oxygen sensor and probably many other sensors including the transmission.
After market marine tbi systems, such as Holley, use mapped ECUs that can be a real pain to dial in. They usually have numerous set points, such as idle and various points along to wot. If you could even use an exhaust sniffer while setting up, it would be easy to get the ratios down, but you can't.

As for safety, I think that auto systems are as safe as anything with marine on the lable but they are not certified.
