How can I keep the paint on?

Repainted my boat last year. Where the boat meets the front wheel (in front of the trailers crank)it keeps rubing the paint off the bow. I keep it tight when ever I tow but you cant stop all the vibration. I have waxed,tried diffrent wheels and even tried spraying it with Pam with no luck. Any ideas? Mark

I had an old floatation cushion that I cut open. The foam inside was dense and perfect for a knee pad, when I had to work on my knees. I cut a piece of it off and put it between the ratcheting part of my tie down strap and the boat. No more scratches. How about something like that?
