how can i tell if choke is working

i have an 89 merc 80 horse. when i push the key in, it is supposed to choke. how can i tell if the choke is working? if i push the key in i hear nothing, if i push the key in and turn a little to where the horn comes in, i hear a tick but i dont know if its the choke. been hard to start lately and i gotta keep pumping the bulb alot

You must have the key in the RUN (not START) position when you push the key in. If you hear a clicking, the choke/primer is working (or at least actuating). If that engine has primer system rather than a mechanical choke, then you need to squeeze the primer bulb to firm it up before you push the key in.
