How do I fix this ladder?

New to boats, just bought this one.

Looks like the ladder is attached with self tappers which have pulled out. How would I fix this? I was think.of using Bondi glass to fill the hole then redrill it?
Are self tappers string enough here?
Also seems that the bracket isn't flush against the hull. It's like the angle of the bracket is 30° off the hull.

How should I fix it?

I am sure others will chime in and I am not gonna focus on the transom damage (possible rot) even though I would certainly be checking it.

How I would approach the repair would be:

1. Remove the ladder completely.
2. Remove any damaged materials both inside and outside the hull.
3. Fill the holes completely with thickened resin / peanutbutter.
4. Re-drill the hole for the bolt.
5. Install a backing plate inside the hull across between the two sides of the ladder (holes) to reinforce.
6. Bend the ladder bracket to match the hull or install some sort of angled spacer.
7. Reinstall with SS screws/bolts being sure to seal with 4200.

in addition to what was stated above,

• dont bother filling the holes, you need a backing plate and you will need to thru-bolt.
• make wedge washers out of starboard or black delrin to take up the angle

Here's a pic of the ladder.

Can I get some advice on specifically what to buy on terms of a backing plate and through bolt? I'm assuming I need stainless steel, what sizes should I be looking for?
