How do i tilt this darn motor?

So i have this motor someone gave me that ive got working apart from a couple of issues you may have seen my other posts.

I put the motor on the boat today but cant tilt back,
Its a 1964 1000 merc inline 6.
It has the manual tilt on it and no hydraulics, i have found like a tab thats on both sides that slightly moves but it seems like its locked, i tried putting in gears f and r and n but it wont budge.

am i missing something simple.

Make sure the engine is in Fwd gear because the reverse lock is engaged in Neutral and Reverse. Then lift up on the engine to take the weight off the tabs and you should be able to rotate the tabs. and lower the engine to the vertical position or vice versa.
