How does my manual fuel Primer system work?

Hi there guys. I have looked hi and low, but to no avail. I have a 1990 evinrude 25 hp, E25resb to be specific. I have had this motor for three years now. Up to now I have had to pull the cover off and place my hand over the carb until it would start to fire up. It runs great after that, but after it cools off from sitting, I have to pull the cover all over again. I just cleaned the port where the primer squirts the gas past the carb, and now the primer seems to work as it should. My question is, what is the proper procedure for this primer system? It seems as though there is a position the knob wants to stay in just short of being pushed all the way back in, where there is a red line just visible on the knob. Thank you for any knowledge that will be thrown my way. I hate not knowing exactly how my engine is supposed to run, but I can't wait to start my engine on a cold January morning and not have to take off the cover!

I forgot to also mention another question. There doesn't seem to be any type of air filter on the carb, although there are 3 threaded holes on the face of the carb, but I can see right into the thing. There doesn't seem to be any filter on a parts sheet through multiple web sites, so this leaves me puzzled?

does your motor sneeze on cold starts, or doesn't start at all unless you cover the carb?
I'm curious to know your starting procedure?

Also, there is no air silencer on that model, but the screw holes on the carb still remain.

No sneezing at all until I cover the intake. Never any type of reaction prior to covering carb. Cover carb, three or four pulls and it starts to catch, remove hand and starts on second or third pull every time. It cuts out two or three times on really cold mornings, but always starts back up with one pull. I'm just wondering in that intermediate primer position, will it help with the cutting out until it warms up.

Do you cycle the primer 2 or 3 times and leave it in full out position prior to attempting to start?

Where the gas shoots past the carb from the primer, was clogged until this afternoon. I could only ever pull the primer one time until I couldn't pull it any more. If I pulled it after I felt resistance, the hose popped off the fitting and then squirted gas all over the engine. I finally pulled the carb off today and cleaned out that port and have gas shooting through just fine. I havnt tried starting the motor yet, but I'm sure it will start easier. I just want to know the proper starting/warming up procedure as far as the primer is concerned.

EDIT: Oops, never mind this is for the wrong motor. May or may not apply, I don't know.

manual does seem to be correct for my engine. Thanks for the info.
