How is a steering wheel anchored to dash?

I picked up a rotary cable helm with a wooden pirate ship wheel, taken off a pontoon boat. There are only a few threaded holes on the shaft - no other mounting hardware...so what hardware do I need to look for to anchor this to the dash?

What brand rotary helm? The Teleflex brand is probably the most popular. They have 3 threaded mounting bosses around the shaft. Put the screws through the dash into those holes to mount. Use whatever spacers you need to get the correct offset.

Post a picture of what you have and we can help you better.
