How is the tilt lock supposed to work?

1972 Evinrude 9.5hp, Model 9222:<br /><br />How is the tilt lock supposed to work?<br /><br />In reverse the tilt lock is engaged, motor is locked in the down position - I understand this is correct to keep the motor from popping out of the water in reverse.<br /><br />In forward the tilt lock is dis-engaged, allowing the motor to tilt up out of the water - I understand this is also correct to allow the motor to move if it hits an underwater obstruction.<br /><br />In neutral the tilt lock is engaged, not allowing the motor to be tilted up out of the water. This doesn't seem right to me. Is this correct or is something out of adjustment?<br /><br />I have a service manual and a parts catalog but no owner's manual as yet. Could someone with an owner's manual kindly check this for me?<br /><br />Thanks,

That is correct. The lock is on while in neutral. This helps keep you from pulling the motor into the boat with you while starting.
