How much trouble could this be?

I'm about to start work on a 1969 Evinrude 85 hp engine that hasn't run since 83. She was winterized but for some reason someone took the spark plugs off a year ago.

What I know at this point- nothing as the current owner isn't willing to try to start it (he lacks a good battery, plugs and fuel).

I imagine that I'll be replacing everything rubber on the engine, greasing things up, checking for and possibily fixing spark, cleaning the carbs and probably replacing the rings. Where does one typically start on a motor like this? How much of a money pit have I likely stumbled into?

If it'll turn over, check compression. Let's make sure it'll even turn over first.
