how to change starter rewind?

I have a 1987 15hp evinrude-model#e15rcud
my pull starter rope does not recoil all the way back in, I'd like to fix this but do I need to
replace rope only or are there other issues keeping from recoiling all the way back in?
Any advice would be greatly appreciated

Look man, heres what happened to mine on my 81 9.9 hp. There is a tab in the casing that is bent over to prevent the rewind spring from slipping out. If it slipped out, you have to open up the casing SLOWLY. I had to hand rewind the spring after I rebent the tab, and tightened her back up and voila. Just takes some patience and trial and error.

If your rope is good, you can just give it another wrap around the spool. You'll need to remove the little clip to get the rope around.. you'll see what I mean when you look. Funny, I just did this for a customers motor 20 minutes ago.. :)

I also usually give the spring a shot of pb blaster to loosen any hardenend, thickened grease for quick fix.

If you don't know whether your starter has ever been disassembled, there is one other thing to check. There should be a washer between the spool and the cup that the spool runs in. It's kind of a bear to get in and some people screw it up. If you tighten the bolt that holds the whole thing together real tight and the spool locks up, it means the washer isn't there.
