Below water line deep gouges in clear coat down to fiberglass, maybe even a little into the glass.

ALSO - I know the eye isn't supposed to be in front of the bow stop but that's how it was when I bought it and that's a different portion of the restore.

I would be much more concerned with the bow eye than with the gouges in the hull, that is in bad shape and needs to be fixed right away. Matching the existing color is going to be very tough, but for the scratches/gouges I would just use some Marine tex and tint it as close to the base color as possible. With the right prep(see carton instructions) it would hold on there pretty well. The bow eye needs to be removed all togather cleaned inside and out and redone correctly. The wood that should be behind there is probably all rotted away thus its pulling out. You need to reglass or at least use PL adhesive on a sealed piece of wood from inside, once set you could even use a piece of flat painted steel stock like a big washer on the back side of the wood. The current eye may be re useable if long enough, clean it up real well then use some 3M 4200 to seal everything well when you reinstall, you mat even be abel to use the 4200 to bed the wood block into. If you use marine tex you could sand it flush with the hull and even paint it if needed to match a bit closer.

also cont. to try to ignore the eye bolt, Im taking the cap off soon and restoring the deck and all other components, I found lots of info on inner restoration, just not enough on exterior restorations.

Like for instance on the top cap I have a simliar issue, which is how to restore the clear coat on the top cap, where you can see it used to be, then it fades into strait flake with no clear coat to bring out the shine.

I don't have a direct link but I have seen it at any boat store or the Iboats store may even carry it, it comes in a few sizes and either white or grey(thus the paint reccomendation) Its basically epoxy, it dries very hard and can be drilled, sanded, etc can even be used underwater to stop a leak in an emergency. If you use it mix it EXACTLY as the directions say get yourself a tiny metal mixing spoon to do smaller repairs. Otherwise they tell you to mix the jar of resin with the bottle of hardner and then you have to use it all in about 15-25 min then its kicked and no good. mix what you need per use. Its not cheap but a little goes a long way. The clear coat issue would be best answered by others than me, I do know that glitter paint is kind of a bugger to make look just right.
