How to get my throttle roller closer to the armature/flywheel?

I’ve finally got a running motor. I’ve been through a couple I was gonna out on my boat I had to move on from because I could not get them to start. First let me apologize if my vocabulary is off titling parts. 1990 15 hp motor. I got it to start finally increasing the throttle with my finger not the tiller. The armature plate/fly wheel are almost making no contact with the throttle roller on top of my carburetor. I know there is an adjustment screw but it’s already pretty much maxed out. There has to be another adjustment to be made. I’m wondering how to do this. I’m hoping video will help explain this. Thanks in advance!

Many folks are confused with throttle cam adjustment.-----To the untrained a gap between the cam and the follower just does not seem correct.-----Mot outboards in good condition run with a gap between follower and cam.

I recall ( 50 years ago ) an owner with a 1963 model 28 HP.-----Picked it up from authorized Johnson dealer.-------On the weekend I happened to see folks struggling with a motor at a dock.------I quickly realized it was the motor that I had running like a top in the test tank.-----Would not idle.-----The owner admitted he made an adjustment right after he installed it on the boat.-----Said that it was obvious the shop did not know what they were doing.------Well----I showed him how the motor ran when it left the shop.-----Told him very clearly to not adjust anything if you are unsure and guessing !!

I think you make a great point! I did just buy a service manual, so I’ll read though that before doing anything more

Too many owners think that the Idle Speed is adjusted at the Carb, like it is done on many other engines. Not on these engines, here the carb is fully closed at Idle, and actually remains closed or almost closed through most of the Throttle Range. Idle speed is controlled strictly by the Spark Timing, which will vary, and therefore there is no Idle Timing Spec/

Most 2 strokes have calibrated openings in the throttle plate.-----A 2 stroke must consume a calibrated amount of fuel that carries oil into the engine !!----As stated , timing is used to control idle RPM.-----A most mis-understood simple concept.

Also, I think your motor is missing a piece on that carb roller. There is usually a clear plastic piece that actually touches the throttle cam. You may find it hard to sync it up properly the way it is. The best fix is to buy the proper replacement roller but I found a piece of 1/2" pex pipe, sanded a little in the middle to increase its diameter a little more, works perfectly. I had to cut it down its length to fit it around the black arm and I just used some black duck tape to keep the pex closed around the roller arm. Seems to work quite well. Can't say for how long.

See part in this link.
