The old Merc Ride-Guide steering cables are the only ones I know that have special grease zurks for lubricating. Most all others are not made for greasing during their life. Most engines have two grease zurks on tilt tubes below the front cowling, but they don't lube the steering cable.

You can put some on the plunger as it runs in and out but consider the environment you operate in. Grease is is a foreign-matter magnet. Every so often I clean off the exposed section of my steering cable and then work a film of grease onto it by running the cable across its range a few times.

If your problem is that its frozen or is difficult to turn you might have loads of corrosion in there which would mean you'd need to pull the cable out of the linkage and have a look.
