How to improve gas efficiency on my 135HP outboard chrysler?

I have old 135HP outboard chrysler motor. its performance is hard to predict sometimes. sometimes its speed is very good and sometimes it was just too laborous to move on the water.

One thing I noted, it uses up 12 Gallon tank in just about 1 or 2 hrs at 3500 RPM. I don't know much about boat engine and I have no idea how to make it more gas efficiency.

Please share your thoughts.

12 gallons per hour sounds normal for a old chrysler of that size.

Make sure it is running properly, have the correct prop, then back the throttle off to 3800-4000 rpm. (3/4 throttle)
