I have done the oval port type on the 454, but not the rectangular . . . assuming they are the same sort of thing . . .
2 restrictor plates make a sandwich on each side of the gasket. Then there should be some tabs that bend to hold the plates in place. So, you have 4 plates that get installed 2 on each side of the manifold over the crossover port.
