I was able to resolve this one with a simple solution.
I took a 6 ft 2x6 and lashed one end to the engine near the propeller so that the the board ran up the length of the motor. That left about 3 ft sticking above the engine cover. I then tied a rope to the top of the board and started to pull. The leverage provided by the board made tilting the engine quite easy.

I have a 1999 Evinrude "90 Ficht with a dead trim motor. I haven't been able to figure out how to manually tilt the engine so that I can pull the boat out on a trailer for repair.
I tried opening the release valve on the side of the engine and that allowed the engine to drop to its lowest trim level but I have not been able to get it to budge when I try to manually raise it. I even tried putting the engine in reverse to see if it would move, but no luck.
Is there a trick to this that I am missing?
