How to recoil pull cord

Hello I have a 1987 evinrude 2 stroke outboard the recoil is not recoiling all the way does anyone have any ideas how to repair this?

Sounds like there is not enough pretension on the coil spring. Either that or the spring needs changed or the rope is too long. JMHO

There's a washer for the pulley and the cup. Would want those both in place. Additionally, if you pulled off the starter to do carb work, you might have reinstalled the bolt slightly too tight -- think I would check that first. Just loosen it a bit and see if the mechanism works more freely.

Beyond that, If it's within a few inches or a foot (say) of fully rewinding, I would probably just cut off the excess. Use a vice grip to hold the rope out at the tension needed, and refit the rope in the handle, cutting off the excess.

The starter assy must be off and on the bench to do this. Split the pulley by removing the retaining screws that retain the pulley halves. Install the rope, kinking it slightly so that it doesn't come undone. Reassemble and re-install the starter.

Now, looking straight down at the starter, turn the pulley a turn or two in a counter clockwise direction to exert a pressure on the spring. Then, while holding the starter in that position, unkink the cord and thread it out the starter cord passageway.

Pull the rope all the way out to make sure that it extends all the way (and retracts). While it's pulled out, tie a slip knot in it so that it doesn't accidently get away from you and slam back in. Install the handle, release that slip knot... that's it.
