how to remove and replace tilt/trim solenoids

I have a 1988 Mariner 150 Mag II. An exact copy of the Mercury 150 XR4. How do you remove and replace tilt/trim solenoids? can't seem to be able to get to the bolts. can feel them, not able to get a wrench on them.

Remove, coil plate?

do you mean, choke plate on the carbs? I believe that involves the carb linkage, also?
