The boat has been kept outside with the snap down deck carpet in place. The black backing has deteriorated and is stuck to the deck in some area. Any ideas on how to clean this off?
It is fiberglass underneath.

That's the rubber backing. A razor scraper is best for removing heavier areas. If your deck floor is wood, a belt sander will clean it up nicely. If you have a fiberglass deck, you'll have to use a chemical remover. Be careful not to let fumes gather in the bilge!

A 4" Grinder with a Wire Wheel does Wonders....
It'll take off the Junk,+ Leave the Base Material....
