Use spray 9 or Castrol Super Clean. They both cut oil/grease quite well.

The fuel spill undoubtedly caused the adhesive to breakdown. There is no way to resolve that short of pulling the carpet and reinstalling it with new adhesive. Kerosene and gasoline will breakdown a majority of adhesives, greases and oils.

I hate to say it, but if you spilled fuel on the carpet and now the carpet is lifting, you might be better off simply replacing the carpet. I would be skeptical about the lengevity of the rug after spilling fuel on it.

You may be able to slit the carpet where it has come loose and reapply some adhesive through the hole. Once all back down if done carefully you should not even notice where you cut.
