how to set hi+low screws on carb

i have 1966 evenrude ski-twin 33hp how do i set carb screws hi+low ??

Low speed = 1 1/4 turn out from lightly seated.
High speed = 1/4 - 1/2 turn out from lightly seated.
Make final adjustments with the boat in the water and in gear.
