I have a 1991 Johnson 200hp that will not run over 3000 rpms. It has fire to all plugs, good compression, but trembles like it is missfiring. Idles and starts good, but is weak and will only climb to 2500-3000rpms. Is there a way to test the powerpack?? The Stator?? and the trigger?? Any advice appreciated.

First off don't mess around with those off brand one size fits all manuals. Get an OMC factory service manual for your engine, you can often find them on ebay.

It kinda' sounds like your engine might be going into SAFE mode. If it senses a high temperature condition the power pack limits the engine to about 2500 rpms, and when hits the SAFE mode rev limiter it runs like crap.

Go to the CDI website and download the installation and troubleshooting guide for your power pack. I think the part number for your power pack is 113-3865. There are some sensor inputs to this power pack that will limit engine speed to around 2500.
