How to tilt the 1973 Johnson Seahorse 4hp?

I can't figure out how to tilt this motor. Just got it, and can't work this out.

I found a release mechanism but the motor is still stuck and I can't tilt it.

It's probably so simple I will slap myself when someone tell me...

if the engine is turned even slightly on the bracket it will be in a locked position. This is to enable you to turn the engine to get reverse without the prop lifting the leg out of the water. This is my best "shot in the dark" answer. You could also have a mechanical issue but as you can imagine it difficult to imagine what that could be. Best of luck. Rick.
