hp rating for boats

what are the basic factors that determine the HP rating for boats? If motor weight is one factor, why wouldn't there be a different HP rating quoted for 2-stroke , and 4-stroke since there can be a significant difference in weight in motors of the same HP.<br />This particularly concerns me when viewing smaller boats since it seems logical that a heavier motor(ie, 4-stroke) would adversely effect the performance of the boat, and even pose some safety concerns. Any thoughts?

billy,<br /><br />It's becoming more of an issue. Some of the heavier four strokes are causing performance issues on some of the smaller boats.<br /><br />Since there is a great variety of weight differences on four strokes, it's going to become the builders responsibilty to determine what is acceptable.<br /><br />An extra 100 pounds is not a huge issue as to the the entire weight capacity. However, it does become an issue when that 100# is hanging off the back of the stern.

Exactly my point, djohns. I am surprized that regulations don't already call for expressing maximum hp AND maximum allowable motor weight hanging off the transom. In my mind , it only stands to reason.
