HPDI Fuel Injector Voltage

I sent out my z150txrz fuel injectors for servicing. They are telling me that 5 are good but one is bad because it won't open when 12 volts are applied, the other 5 will. The one they say is bad will open when 14 volts are applied.

I checked the manual and it indicates that the injector driver outputs 60-65 volts at cranking speed. Is the injector that won't open when 12 volts are applied bad?

I realize that the manual is referring to a measurement of "peak voltage" which is different than other voltage measurements. Just not sure of the significance of the 60 peak voltage spec vs the 12 volts being applied by the testing mechanism. Can anyone shed some light on this?
