Hurricane Charley Help ’89 225

I got this boat right after Hurricane Charley, it has an ’89 225 evinrude on it. I had to replace the crank, several bearings and a few piston heads and rods. I actually built one engine out of an ’88 225 and an ’89 200.

It starts right up and runs fine at 2000 RPM, in the water or out. The problem is, it will not idle at anything below 1500 RPM in the water. I’ve checked for air leaks in the intakes, I’ve checked the recirc system, cleaned and checked the carbs and float levels, replaced the fuel lines. I’ve gone through every piece on the engine and either cleaned it or replaced it.

I’ve synchronized the carbs and linkage as best I could, it’s hard to time it when it wont idle.

The one thing I did not do was replace the rings when I had it all apart. I checked the compression two weeks ago and they had 85 on all cylinders except #2 had 80 and #4 had 78. I havent done a wet test on it yet.

I’m out of ideas as to what it could be preventing it from ideling.

Also, today when I was running it in the yard, I noticed that the #1 & 3 carbs had a white liquid substance forming around the bottom of the carb intakes. I have never seen it before, it was like a soapy substance. I checked the gas and it seemed good, no water in it from what I could tell.

Any ideas or help would be greatly appreciated.
