I posted a 93 Yamaha hard to steer post, and found that disconnecting everything really helps to isolate the problem. Have you greased the grease fittings on the motors and taken the steering cable off the connection to the motor and greased that good? While you have the connection off, see if both motors turn easy. My 93 115 takes about 4 - 6 pounds of force to turn in either direction, if you want to use that as somewhat of a benchmark.
