I am a bit stumped?

I need to open up my control box to access the wiring so I can hook my tach up and I will be darned if I can figure out how to get it apart, I have read through threads going back several years and still sketchy on how this thing comes apart.

I have an Evinrude Power Pilot that was built in 1973. It has a padded top that you remove with 3 screws but is solid under that top pad.

Here is a picture, let me know if you have torn into one of these.
