The moat which we have south of Florida don't work too good against the Cubans, but it seems to be effective on the Haitians.

i say get the illegals to dig the moat, tell them there is a green card buried about 50 feet down once they hit 50 feet tell them they have to pack the dirt they took out of the hole to New Orleans in order to sift through it and find their green card...while they are packing the dirt to New Orleans we can fill the moat, when they return we can tell them that the cards were actually 51 feet down and now the only way they can get them is to go to FL and bring back some green card sniffing gators.
