I need help Starter Still Has Power With Batteries Disconnected

I have a 115 Johnson ocean runner on a center console and there is power at the starter with all the batteries disconnected

power at the starter, so its cranking the engine??
Either there are more batteries on board / motor running or the boat is possessed
