I/O Tilt wont work

I have a 20 ft 1984 Four Winns V8 Merc Cruiser. Tilt / Trim worked fine last year. Winterized, new battery..engine starts but I cant get the tilt to work. I hear the solenoid click when I press up or down but no action. Pump has oil in it. Checked my connections...all seem good. How do I trouble shoot this? Can I manually release to put the motor in down position? How would I raise it back up? The part number on the tilt motor is SAE J1171

Are there any trailering clips on the ram??<br />I beleive SAEJ1171 is a marine duty rating not a part number.

I'm having a similar problem, but with an 86 OMC. When the outdrive is tilted all the way up, it gets stuck. It will eventually come down if I tap on the pump and cycle the switch. It takes about 5 - 10 minutes of this, but it will work properly for the remainder of the boat ride. I've diagnosed it down to the shuttle valve, but I'm not too sure what to do about it. Maybe rebuild the pump/shuttle valve?

First off, do you have 12VDC at the large wire on the solenoid? Is there 12VDC on the pump side of the solenoid when you push the trim button? Is there a good ground to the trim pump? If all that is okay, sometimes the brushes get hung up in the brush holders. If you have a multi meter you can see if the windings and brushes have a complete circuit.(continuity) Disconnect the up and down power wires off of the pump. Using the ohm scale, check to see what the resistance is between the blue and the black wire. This is your up circuit. Check to see what the resistance is between the green and black wire. This is your down circuit. The resistance should 3 ohms or less between each one. If the resistance is any higher you have a problem.
