ID Johnson Superseahorse Outboard...PLEASE

Greeting to all. <br /><br />I would like hlp identifying the year of

this engine. It is a Johnson Superseahorse 40HP Model #RDS28B Serial # J2684391. Please see picture. Any suggestions on steering options and fuel & battery connections. It would be used on a 14' aluminum Starcraft and I would probably go with a 6 gal tank. What kind of mileage would it get if running properly??
