Ideas on loosening frozen bolt

I can't seem to loosen frozen refill screw in the reservoir for the hydraulic tilt. It is a large diameter flat head bolt. Are there any fluids to loosen. i cannot use an impact hammer as the reservoir is a hollow cavity.????<br />1984 Johnson 155 commercials.

I found that I had to use the bit from the impact set and used a 3/8" ratchet to turn it. The impact bit was a perfect fit. I never siezed mine after my fight.<br /><br />Bob

Try what Bob said..But try to tighten first..THen loosen..It seems to break them free most of the time.If not use the blue wrench. (torch). Then try again.
