Identify purpose of this spring please

Hello board, can someone explain in short what the purpose of this spring is. I'm thinking something to do with the timing because it's attached to a plastic arm with a steel arm that leads to under the flywheel I believe. I don't want to bore you with why I'm asking this lol, ,it's sort of a long story. My son's motor is similar to this one, a 1989 15 hp merc.but is the same configuration as the pic.

The spring is attached to what is called the fast idle lever, I would guess the link going under the flywheel is to advance the timing and the spring is to ensure the timing retards when the fast idle is no longer needed
