First of all...try losing all the CAPITAL letters in your writing. In internet speak, this means you're yelling! Plus, it is very hard to read.
You need to look at three areas: compression, spark & fuel delivery. More than likely, your problem is most commonly the latter....especially if the motor has been sitting around for a while.
Use a compression tester to check compression.
Check the spark using a spark gap tester.
Also, good spark could be a problem if the "key" in the flywheel is sheared...timing could be way off!
If you do not have the above tools, buy them if you plan on doing any regular repairs...less than $40 should get you both
Fuel delivery may be a little more difficult. Pump the fuel line bulb to see if rpms increase...if so look to the fuel pump. Make sure the choke plate is closed at idle and slowly opens as you gas up. The fuel float, needle & seat, or just a gummed up carb or debris may be the issue. If the spark, compression, and fuel pump check out OK, they you will need to rebuild the carb...and using compressed air is a must.
Do you have fresh gas & fresh plugs?
Knowing what motor you had would also be a big help! Older motors use points which could be the problem thus producing a weak spark. Newer motor use a capacitor discharge...big difference!
