Got my boat to idle approximately at 750 rpm and its smooth. It was the little screw on the carb linkage that was too far out. Just a small adjustment and it made a huge difference.

I then turned the boat off, waited a few seconds, and turned it back on and the tach no longer moves. What wires should I be looking at on the powerhead? I'm thinking the gray wire might have a bad connection. At any rate, I need to investigate more.

Check the gray wire from mtr to the tach for any loose connections. Also make sure you have B+ voltage powering up the tach with the key on.

Battery is charging 13.5-13.7 volts. What readings am I looking for on the wires?

an ohm test will tell you if there is a short in the grey wire..follow the link in my sig below for directions on how to test your regulator..also do not rule out that the tach is bad.
