idle jummping up rpm

While running my 175hp mercury outboard while tied to the trailer backed into the river I noticed something. While in forward at around 1200 rpm, the engine runs what I call rough then the tach jumps up 300rmp and the pitch of the motor rises and it runs a little smoother. Then it jumps another 500rpm and the pitch rises and it runs smooth (like what I think it should be doing). How ever it doesnt stay like this for long, maybe 1-2 seconds. It hasn't run correct since I bought it 3 months ago. I cleaned the carbs for the second time and found some debris in the main jet of one of the carbs, haven't tried it out yet. Also while on the trailer If I try to WOT it will die out. All through my tests the motor is submurged in the water properly, Does this sound OK or do I have fuel problems. Bulb stays hard.

You need to test the motor under load. These Mercs do idle rough when not under load. When was the last time you renewed your plugs and HT leads also pump service kits are cheap, also check your fuel for water contamination, so dont go tearing your carbs down until you are happy there are no other causes.
