idle on a 1989 50hp force

I run my boat it some very low water areas, and have hit and dinged the prop several times. Last time, i broke the lower case and had to replace with a used one. Since hitting the second time (hard hit), seems like the idle races occasionally and will not come down, even removing the cover and manually closing the throttle plate doesnt do it. Can the flywheel key shear or partially shear on these engines? The couple "hits" DID NOT shear the keyway on the prop. There is only one adjustment screw on this engine, right on front upper center of carb. Adjusting it doesnt make a difference. I dont wanna run it lean, as its been used very little since 1989. What is the correct setting for this screw? Whats screwy, is the idle doesnt "hang" unless you've been running wide open throttle, and shut down to dock the boat. Fuel uncontaminated and float bowl clean. Any suggestions........im baffled!

yes you could shear the flywheel key
check timing
