I finally got the engine to start up but it wont idle at all as soon as the cam follower gets to the end of the cam the engine just dies. The carb just had a complete rebuild. I adjusted the idle screw in front of the carb and it does little to nothing just dies if I go to far one way or the other. right now it around 1 1/2 turns out. The adjustment screw on the side of the engine does not effect it at all. it also has new fuel pump and lines.

Here is a picture I found that looks like my engine but when you turn it. I dont see where it does anything is there something missing on the idle control?

That adjusting screw on the side of the motor is just a slow speed stop. The threads are LH. Adjust it so the inner shaft extends inward enough to allow the stop pad on the linkage arm to butt against it. This has no coillation to the carb adjsutment, just a low speed stop. Adust it in to where the motor will still run & then do your final idle jet adjustments, with then a possible final stop adjustment also.

And 1 1/2 turns out for the idle screw is a STARTING point, it might be 1 or even 2 depending on your motor.

You say a complete carb rebuild, did that include a kit where the core plugs on the top of the carb were removed & cleaned by soaking the carb in carb cleaner, then washing off with warm water, then blowing all the passages out with compressed air & replacing the plugs? If not, then your problem may be a plugged idle passage.

"Will it run if you hold the throttle open a bit?"

"no if I turn the handle all the way clockwise and hit the throttle it runs but like total crap"

In the above situation, if the twist grip throttle is all the way CW or to SLOW, & you manually pull the throttle arm forward, yes it will run badly as the timing plate is not set for a fast fuel supply. That is the function of timing plate cam to syncronize the two.
