idle stabilizer or low speed/high speed spark advance module 81 merc 150

HI, i have been looking around and reading about this idle stabilizer. nothing i see is promising so i was looking into deleting this as the red/white wire coming from the module is literally falling apart in pieces to begin with.

Here are my questions.....

#1. What does this unit exactly do
#2. What kind of damage could leaving it on do
#3. What are the steps in removing this module (how do i set timing and what do i set it to)
#4. What else is recommended to be removed or replaced to ensure longevity of the motor!

i am very mechanically inclined (former aircraft technician/ powersports tech as well) so i know my way around a wrench and multimeter but have never messed with ANY boat motor until i bought this boat a couple weeks ago so just looking for any help i can get.

I cannot answer your question, but I know that my '93 Merc V6 idles much better without the idle stabilizer, than my '77 Merc 150HPL6. Deleting it in my situation is not an issue.
