Idles well without cowl

I'll start this off by saying I own a 1995 Force motor, 40hp (0E118561). Just a question regarding idling with cowl on and off. I just ran this in my yard with the cowl off so I could tune the carb (which I will be doing a complete rebuild once parts arrive) also redoing the diaphragms in the fuel pump. Idles nicely and I never tried putting the cowl on while running in the yard with muffs on. Could the carb be starving for air causing the stall out... once the cowl is on, I need to kind of do a dance of fast idle then quickly drop the idle down and jam it into gear... doesn't clunk into gear but almost bogs/dies. THOUGHTS?

FYI - Checked the compression and both cylinders are at 125psi. Good spark, runs well WOT, plugs aren't fowled.

topgun there is a fair bit of exhaust that builds up near the tilt piston on the front of the motor... I'm guessing that's not the best thing. Any ideas on where to source parts for this repair?

Mastertech Marine or Franz Marine would be good source for parts.
If you got exhaust in under the cowl check gaskets at the adapter plate and also the exhaust cover plate.

What rpm's is the motor running in idle in the water?
Should be 800 in gear 1100 in N.
