Ignition Coils

The ignition coils on my 1985 115 Evinrude have some small cracks in the soft rubber in the coil. Can this make the ignition weak or affect the performance? I am having some starting problems.

sure can, and if not corrected and blow power pack.

I will get new coils. How can you test the power packs?
