Ignition plate hold down evinrude 25 hp

working on early 90s 25 hp 2 stroke 2 cylinder motor. The ignition plate is loose. I pulled the flywheel and found all 4 nuts loose or not in place. I'm used to screws holding this bottom plate on not this stud and nut arrangement. The threads are very short for the second nut to go on and some threads are damaged I'm assuming from the nuts being loose. I can take out the stud/nut combo leaving threads exposed in powerhead. Do I put the ignition plate on first and then hold down with stud and nut combo without using the second nut? Should I just use screws in place of the stud and nuts? Please help

I installed the plate to block ring with screws but now the plate bottom is contacting the throttle rod not allowing the rod to return to slow position. Seems like I need more clearance between the block and the ring. I put washers on top of the threaded holes on the block then screwed the ring down to space up the ring. Helps but stil need more clearance between the bottom of the ignition plate and the block. I'm confused

Doubt that the above picture is the same as the subject motor.----Model # should be posted.

Serial number tag is missing. Soft plug on block doesn't contain serial number or model number as I've seen on some motors so not sure of the model number. It's a short shaft tiller motor with front shift handle.

I used taller washers ang got the spacing correct. I'll order the screw and washer set I see on ebay or can I just use it the way I have it with some washers stacked to make the right height?
