Ignition question on est (wheres don? Lol...)

Just bought boat, replaced plugs with ngk's cap rotor etc... Problem is really hard to start, not sure if im setting choke properly or what, i have herd that cracking the throttle once should set it. Took it to the lake today got there and it wouldnt start, after getting it back home i found that shes getting no spark, coil wires have 10v with ignition on but as soon as i turn it over it grounds and the second you let off the ignition it goes back to 10v and trys to run? Ign switch? Also checked timing yesterday when i tryed to jump the spark advance with a wire nothing happened? Once it seems to catch when letting off ignition it runs great! I have downloaded the manual for this boat and it says to check resistance from coil to ground bracket and it should be infinate but i get nothing, it does read 0.4 ohms when jumping terminals as its suppose to. The exact same thing goes for the pick up. There is no kill switch.

Don your the man thanks for the great info! I did check some of these things, the problem i was having was the infinate reading when jumping ground. Im using a mac meter em710 set to ohms and it just reads offline or 0. I have scraped to bare metal to make sure im good but still nothing. I should probably check from battery + to engine ground to make sure im good. I think the switch maybe bad because i checked power @ wires to coil and had 10v. I held it there while having my girlfriend turn switch to start and it loses the 10v and goes ground, but the second she lets off the 10v kick in for a split second and she trys to run. Thanks for all your help, just tryin to gather ideas for the up coming weekend as i only have a day or two to work on it.

Got a full model number or SN for your engine? ...........Year doesn't really help.

What's the voltage at the distributor, it needs at least 12V to run, fire the ignition.
