Impeller change - 1) PROP not spinning freely. 2) Shift shaft not lining up 1987 90HP

If the lower unit is out, shouldn't prop spin easily (i.e. not in gear) ? It does seem like the drive shaft is rubbing against water pump housing i.e. something is not centered.

Maybe my shift shaft problem will be solved when I straighten out the prop issue. The shift shaft is not lining up with the throttle linkage right now. If I had to I could probably connect it if I took out part #63 (Link and Pin Assy). This would allow me to move linkage backwards more to catch shift shaft. Right now I think that would be forcing the issue so I'll wait on that one.

When I pulled mine out (different motor) it still turned really hard until I had the impeller apart, then it spun really free. Put it back together...tight again. Pulled cover off of impeller housing, poured a little water in there and rotated...spun just fine. Still have an issue starting the bugger though, that impeller always drags like this until it starts running. This is on a 1969 115hp
