impeller or water pump

I have a 1958 18hp Johnson seahorse that I just got running for the first time, it pushes water out of the ports on the lower unit like it should but not out of the ones at the exhaust, is it likely that its just the impeller or more probable that I have water pump trouble as well.

Sorry, question is not clear. What do you mean by ports on the lower unit? Water is supposed to blow out the big hole on ther rear of the leg. Water also goes out the main exhaust outlet, but tht is underwater and you can't see that.

I put the muffs on the motor and started it i got water coming out the holes down by the propeller but not up at the exhaust

That motor cannot be cooled properly on muffs. The water pump needs to be submersed in water to work properly.

Barrel test is indicated. Even if you get the muffs to work, you can't discern pump functionality w/hose set-up.

Muffs won't work on that mtr. You need the proper flushing attachment. The barrell or the lake is the answer.

Ok, guys thanks for advice I put the motor in a barrel and it performed great, now for my next question, I am using the pull starter from a 68 18hp evenrude on this motor untill I can get original parts, and the cowell wont fit properly, will it hurt to go ahead and run the motor on the lake or river without the cowell

Won't hurt anything, but try to keep water out of the carb.

About 3/4 of one side of the cavitation plate on this motor is broken off will this effect the performance much
