Impeller problem?

I just noticed that my pee hole is barely dripping water. With muffs on but plenty of water is coming out of the exhaust so I assume the line is just plugged. I just got off the water. Took the boat straight out to fishing spot. Ran perfect at wot all the way, maybe 15 minutes. Went to move and it started chugging, 15 or so seconds later it opened up and was fine, the next time it just started chugging so I started heading in, full throttle and barely moving, almost to the ramp and it opened up wot again, perfect. What could be the problem? It is 1991 9.9 evinrude with brand new 15 carb on 12 foot Jon. Also when not in gear it seems to rev fine after a second or so chugging.Thank you for any assistance

I guess what I'm asking is; if the impeller is bad, will it cause these symptoms

Good call on a plugged telltale line. Possible you are headed for an ignition problem. Possible one of the ignition components is starting to fail and one plug is starting to go intermittent.

Just pulled plugs, one of them the ceramic part on the inside is real orange, the other looks smoky white

Brought the plug inside, it's red, not orange, bad plug? Thank you emd

Red on a spark plug is strange. Is the other plug insulator really clean white? Possible you have a head gasket leak which could explain both the lack of water from the tell tale and running issue.

25 year old motor.-----You need to install a new impeller if you do not know the age of it.-----Test and see if spark jumps a gap of 3/8" or more.----Check thermostat.----Do a compression test.------Trouble shooting is the path forward !

It only starts to do it after about 10-15 minutes running time

The white plug may be getting fuel, but if the plug stays white, it's not firing. Another possibility. The engine could be pumping water into that cyl. The water will both kill the fire and wash the cylinder. (make the plug look white.)
