Impeller wrong size?

I have a '68 40hp Johnson and have a question about the impeller.

When I took the lower unit apart...I saw the impeller on the shaft ...but it looked like the impeller was too big for the casing it was in....(i.e....it wasn't free to rotate at all around the shaft...the wings of the impeller were a very tight fit creating alot of friction with the casing). It was even difficult for me to physically rotate it.

Now, the guy I bought the boat from said he fooled a bit w/ the boat...maybe replaced with the wrong size impeller???

So should the impeller be free to rotate or should it stick bad?

They should have the wings bend...
Thing its hard to rotate them by hand, but engine for sure could handle it.

The blades must be bent back. It is a self priming pump thus it should NEVER be turned, by the engine, dry.
