In-line Fuel Filter

1986 Evinrude 140....been trying to track down a fuel issue and noticed that my in-line fuel filter is only about 1/2 to 2/3 full of fuel when running on the muffs. Is this normal?<br /><br />Thanks.

For whatever reason, it is normal, I have never really under stood it myself. If you hold it straigh up and down, fill completly with fuel, it will remain full for a time, but will eventually go back to only being partially full. This is not to say that your particular filter may not be faulty, change it if you doubt it, (they are cheap) but it probably will not make a difference.
